We hand you papers showing the detention of cargo at Hongkong shipped on through bills of lading from Chicago to Bangkok, Sian and Sourabaya, Java, forwarded by Japanese steamere from Tacoma . We hand you invoioss showing the exact value, description and ownership of the merchandise.

We would explain further that Mr. E. M. Spillman is an American Missionary located in Bangkok, Siam, in charge of the Godowne of the American Presbyterian Mission of which the Dr. Taylor referred to is a member.

The ammunition is evidently desired for personal use of the purchaser, and in this connection we should think

the stoppage at Hongkong of merchandise consigned through to neutral ports of the Far East is unnecessary for the intereat of the allies, and is a very great interference with the business of American shippers.
